The crucis route of resources that has become the contest for the construction, equipment and maintenance both corrective and preventive of the Children’s Hospital, in Panama, has offered a new victory to the winner, the Acciona group, to the detriment of the allegations presented by the Chinese consortium Camce.The Panamanian Ministry of Health yesterday resolved a firm award that comes from 11 months ago and is valued at 614 million dollars (536 million euros).

The award of the contract had been suspended by the Public Procurement Directorate. Camce’s last claim was filed on Thursday of last week, but was no longer admitted in defense of the actions of the Bid Evaluation Commission.

Not finding illegal or arbitrary actions or omissions that affect the procedure carried out by both the bidding entity (Ministry of Health) and the Evaluation Commission, what corresponds is to pronounce ourselves with the non-admission of the complaint action, said the resolution from the Public Procurement Directorate issued last Friday and collected by Panamanian media.

Camce, who has been defending that his offer was cheaper than that of Acciona (the Spanish was imposed on the technical score), again has five days to file an appeal. An open possibility after deposit of a million dollar deposit.

The award to the Acciona group was published yesterday in the Panama Compra system and from the Government it was pointed out that this new medical center is an urgent need, which should result in the benefit of children throughout the country. The project took seven years of paperwork until it seems to have entered fast track.

The tender for this hospital was published in November 2013 and seven companies or consortiums attended: Consorcio San José Panamá; Acciona Infrastructure; Grouping Hospital del Niño; FCC Consortium; New Children’s Hospital Consortium; BECSA, and the Mexican company ICA.
